EFFECTIVENESS IN APPLICATION OF FILM-FORMING MATERIALS IN ABRASIVE DISKS A basic problem in current mechanical engi-neering consists in manufacturing long-lived, reliable and competitive products. One of factors meeting these requirements is manufacturing parts with high servicing characteristics. In spite of that today there is a large number of various methods for product finish-ing the routine method in our country and abroad is an abrasion, and, in particular - grinding. As a result of theoretical and experimental re-searches carried out there is solved a significant scien-tific problem having a considerable production and economical importance for an engineering technique – there are developed and investigated methods for effectiveness increase in grinding part surfaces made of high-alloy and heat-resistant materials through changes in design and structure of abrasive tools. For the first time theoretically and experimentally there was proved a possibility of use chromium diio-dide in the composition of mass for abrasive tool man-ufacturing with the aid of which films are formed en-suring lowering the temperature by 20-30 % in the area of grinding

V.V. Barskov, V.A. Rassokhin, S.N. Besedin, E.V. Tulubensky. TEST PROCEDURE DEVELOPMENT FOR LOW-SPENDING PARTS OF TURBINE AND COMPRESSOR
In 2014 for the realization of experimental in-vestigation there was assembled a completed experi-mental plant for testing low-spending turbo-machines with the use of an inductor brake (IB) at the enterprise “Micro-turbine Techniques” Co. and was installed on a test board of the laboratory of the department “Tur-bines, Fluid Machines and Aviation Engines” of S-PbPU. In the structure of a test bench there is included an air system, oil system, system of control, measuring and information accumulation. From the air system air passes through a flow gage and delivered to IB. All tests will be agreed with the frequencies of rotor rota-tion in the course of which there were carried out measurements. According to values read of consump-tion, pressure, temperatures and efforts to a stator lever of an inductor brake with the aid of PC software the parameters of a low-spending centrifugal-flow com-pressor (LCC) will be computed. The criterion of ca-pacity equality consumed by LCC and taken off from a low-spending radial-axial turbine will be zero value of the effort on a stator lever of an inductor brake. As a result of the work performed the IB equipment is pre-pared, all systems of the test board are connected up. The systems of control, measuring and experimental data accumulation are connected up and adjusted. A visualization program is developed

V.I. Vorobiyov, A.G. Strizhenok, O.V. Izmerov. SEARCH OF NEW DESIGN SCHEMES OF GEARED AND DIRECT-DRIVE TRACTION MECHANISM OF LOCOMOTIVE WITH MASS PARTIAL SPRINGIN
The problem of search new design schemes of a traction mechanism for a locomotive with mass drive partial springing is under consideration. New design schemes are offered: a drive with a movable joint of a drive motor and an axial reducing gear and a drive with a disk motor with the separation of a stator and rotor. The authors offer to return to the development of support-frame drives with an axial reducing gear as it is simpler in manufacturing and assemblage on the basis of updated data of their operating modes. The authors also offer their own design of an integrated traction drive with a swivel of a motor and reducing gear which is simpler in manufacturing and assemblage as compared with the foreign analogues. The introduction of non-synchronous traction electric motors having a smaller mass and higher relia-bility as compared with commutator motors resulted in new designs of a support-axial drive by foreign manu-facturers and their introduction in the market of domestic rolling-stock. This work shows an attempt to determine possibilities to eliminate dependence mentioned by means of the analysis of basic problems in the development of support-axial drive design and new structural scheme searches

N.A.Zhizhkina, D.A. Ilyushkin, E.A. Zentsova. VIRTUAL SIMULATION OF ROLLER SPUN CASTING
The work is devoted to the virtual simulation of a sheet roll working layer formation at a technological stage “casting-solidification”. To form a virtual model of a roller mould pouring and foundry solidification there was used a computer modeling system (CMS) which included initial and boundary conditions for a roller mould pouring process with high-alloy cast iron in the field of centrifugal force action. The distribution of a metal working layer along an inner surface of a rotating mould at different technological parameters: mass of high-alloy cast iron, its density, temperature and pouring velocity, temperature of metal and non-metal parts of a mould at the initial point of time, modes of rotation and conditions of mould cooling and others were investigat-ed. It is established that under the influence of centri-fugal forces a free surface of liquid melt obtains a para-bolic form. The influence of basic technological parame-ters upon the vertex position of a paraboloid of revolu-tion of high-alloy liquid melt z0 is revealed. It is shown in the paper that it stipulates for the unevenness of a work-ing layer value along a roller barrel. As a result of computations it is obtained that the value of a working layer at lower flanks of barrels is higher than that of upper sides. The average value of such an exceeding makes 0.012 m. As a result of a simulation analysis of a foundry formation process at different technological parameters it is determined that the distance increase between the vertex of a paraboloid of revolution and the metal area investigated raises the working layer evenness along a roller barrel 3.6 times. Hence, the increase of capacity for work of a rolling tool is expected. K.V. Makarenko, D.A. Ilyushkin. FRACTAL ANALYSIS OF MICROSTRUCTURES IN GRAPHITIZED CAST IRO
The dimensional-topological parameters of a structure such as size, shape, quantity and distribution characterizing a graphite phase in cast iron exert a sig-nificant influence upon material properties. But, the definition of these parameters according to the system presented in SARS 3443-87, to the considerable extent, depends upon human factor. The use of results of such an analysis does not allow creating adequate simulators for the estimation of correlation of structure and properties. The widespread introduction of computer analysis methods for the control of material structures dictates new requirements to the development of methods using a mathematical description of material phase structure. One of the methods based on a multi-fractal analysis of cast iron micro-structure representation is shown in this paper. Data obtained at the use of carbon fleck fractal identification method can be used at the development of simulators of the correlation in structure graphitized cast iron properties As a result of car body multi-choice computa-tions on basis of the detailed MCE there was estab-lished the following: the closer the place of a lump blow to a supporting longitudinal to the car body end is, the stresses are higher in it. Stresses arising in the supporting longitudinal situated between an end girder and a body bolster beam reach 998 H/mm , at the same time in the middle of the car body of a gondola they do not exceed 450 Í⁄ìì². If a load lump falls down on the joint of cross-beams and longitudinal ones, then stresses in their sections 10-15 times less, than if the fall were to a strengthening beam. In the main the maximum stress distribution is limited by small areas located between two neighboring cross-beams. The research results have shown, it is necessary that additional bearing elements absorbing a blow should be introduced in a frame.

S.V. Mikhailov, A.S. Mikhailov. DEVELOPMENT OF REPLACEABLE CUTTING INSERTS WITH COMBINED FLANKS
The flank wear rate of cutting inserts grows in proportion as the force and cutting temperature in-crease which in their turn depend on the value of bevel edge wear. It is possible to reduce the influence of a tool contact area with the work piece upon processes accelerating wear by means of changing the flank form. The paper reports the methods for the estimation of wear resistance of flanks in cutters of different forms. There is offered a new design of replaceable tangential cutting inserts with a combined form of an end flank allowing the considerable increase of a tool life without decrease of work piece quality. The results of new cutting insert manufacturing testing in rail milling operations are presented

E.Yu. Stepanova, G.V. Barsukov, E.A. Zbinyakova. PROCPECTS OF 3D INNOVATION APPLICATION IN MOTOR-CAR INDUSTRY
A new world trend consists in additive technol-ogies or 3D – printing – product layer growth out of powder, liquid or sheet material. It is emphasized that these techniques will become a core of the sixth tech-nological mode. There are revealed branches of econ-omy and industry where 3D-printing finds an applica-tion. There are shown potentialities for additive tech-niques excluding any limitations for common working technologies. Possible materials for the realization of these techniques are mentioned. A large extent of materials from the skill of 3D printing application in motor-car industry as one of leading branches in mechanical engineering and a source for the creation and a considerable consumer of innovations is shown. New market recesses for small-scale, medium – size and large works in the field of 3D – printing at all stages of a life cycle of motor transport are pointed out. Different approaches to the innovations of large companies and small-scale business is emphasized. The paper reports the analysis of prospects for 3D-printing development in motor-car industry, and also in repetition work, batch and single-part production. The state of these techniques in Russia and successes achieved are shown. The problem matters on the additive technique introduction in our country and the ways for their solution are presented

S.Yu. Syanov. THEORETICAL DEFINITION FOR QUALITY PARAMETERS OF SURFACE LAYER IN PARTS, TOOL-ELECTRODE WEAR AND PROCESS PRODUCTIVITY AT ELECTROEROSION MACHINING
An electric erosion process serves as a basis for electro-erosion machining (EEM) as a result of which occurs a material removal from the surface of a prod-uct. The destruction of electrode surface takes place at the expense of melting and partial evaporation of material. As a result of this the cavities called holes remain on a surface and also changes arise on the surface layer of a billet. A microrelief of a surface is formed with con-siderable quantity of mutually covered holes having different geometrics the knowledge of which allowed determining height and pitch parameters of roughness. Upon a corrugation formation at electro-erosion machining has an influence a lot of factors which may be or may be not depending on a machining procedure and on whether machining is to be carried out on solid material or a surface prepared earlier should be machined. To the basic factors affecting the surface corrugation at EEM should be referred parameters conditioned on the influence of a billet initial corrugation, tool initial corrugation, influence of fluctuations in technological modes of machining. Having defined these parameters it should be possible to compute a corrugation at EEM. To analyze microhardness and residual stresses at EEM, first, it should be necessary to know a temper-ature field distribution in the surface layer of a product that will allow defining quality parameters mentioned above. To determine volumetric wear of a tool-electrode and EEM productivity it should be necessary to know the following: physical stress-strain properties of work material and material of a tool-electrode; modes of electro-erosion machining; properties of die-lectric liquid

E.V. Plakhotnikova.CLASSIFICATION OF “ELE CTRIC DRIVE – STOP VALVE” SYSTEMS FROM POSITION OF ENERGY SOURCE USED FOR “OPEN-CLOSED” CYCLE CARRYING OUT
The common purpose of investigation – devel-opment of theory and methods of open-closed” systems design. The investigation problems: development of criteria for the functional compatibility of an electric drive and stop valve within the limits of a system, the classifica-tion of “electric drive –stop valve” systems from the position of energy sources used, that allows increasing a technical effectiveness, competitiveness of domestic produce and defining the ways for the realization of the priority trend of the RF in the field of import substitution. The paper is a generalization of theoretical and practical investigations of the author directed to the development of a complex approach to the design of “electric drive – stop drive” systems. The paper reposts theoretical prerequisites for the introduction of a new scientific classification of “electric drive-stop valve” systems from the position of energy types used for the realization of the “open-closed” working cycle. E.V. Slivinsky, T.E. Mitina. CHOICE OF RATIONAL GEOMETRIC AND KINETIC PARAMETERS OF SPRINGING ELEMENT IN PROMISING PARKING BRAKE FOR FREIGHT CARS
It is well-known that at long braking and park-ing of a train or a single railroad car the air pressure in brake cylinders and control reservoirs gradually drops because of air leaks that results in exhaustion of brake as a consequence of this a rolling-stock can start spon-taneous motion which can cause severe damages and accidents. It is a substantial drawback in an indirect-acting automatic brake. To eliminate such a drawback there was developed a promising brake design at the level of an invention in Bunin ESU and a set of computations for the substantiation of rational parameters for a springing element excluding the cessation of brake functioning and hence a possibility for spontaneous rolling-stock motion

V.N. Ozhereliev, E.V. Afonina PROSPECTS IN MOTOR CAR COMPACT LOADING IN RAILROAD CARS
Motor car competitiveness in markets distant from motor car manufacturing area depends on the value of logistics outgoings. A motor car compact load-ing in special railroad cars allows reducing considerably outgoings mentioned. According to a common loading order a railroad car capacity within the limits of extreme dimensions throughout the height is not completely used as it exceeds considerably a total height of two motor cars. In this connection it is possi-ble to compact a loading layout only through the loca-tion of a motor car rear part of a front motor car under the engine jacket of it following motor car at their in-clined fixation and longitudinal orientation. It allows stowing additionally two motor cars in every railroad car. The motor cars of some models cannot be stowed in two rows in one deck. It is caused with that a total width of two motor cars exceeds extreme dimensions of a railroad car allowed for railway operations. The problem could be solved, if motor car loading in every deck is carried out on load floorings the surfaces of which have a tilt from the center of a railroad car to its side walls. At the inclination of about 100 the projection on a horizontal plane of maximum cross dimension of a motor car on a level of passenger seats decreases by 25 mm. Space saving makes 50 mm on two parallel rows. As a result a two-row rail freightage of motor cars becomes possible in every motor car deck with the width 1680 mm common for products of Volzhsky Motor Car Works. At the expense of this way a length of haul economically feasible increases considerably

V.P. Tikhomirov, M.A. Izmerov. IMPERMEABILITY OF METAL-METAL SEALING ARRANGEMENTS
A contact of machinery real engineering surfac-es has a complex geometry and is defined by errors at machining, in particular, by macro-deviations, corruga-tion and roughness. This paper report the consideration carried out on a fluid consumption through an end axisymmetric sealing arrangement formed by a joint of metal surfaces. Sealed environment consumption is defined through a sum of leaks through a slit between surfaces conditioned on corrugation and dripping through a porous layer farmed by surface roughness on contact contour spots. The surface corrugation is modeled by splines according to initial parameters of a corrugation, and as a roughness a surface fractal model is used repeating a real roughness most accurate. On algorithms presented taking into account basic parameters of corrugation and roughness the 3D models of engineering surfaces are created and after their bringing in contact arises a possibility to obtain practically all parameters of contacting defining the impermeability of a sealing arrangement. The application of 3D models allows rendering processes passing in a contact of conjugate surfaces and obtaining some data, for instance, a tortuosity of leaking channels which earlier were chosen according to recommendations which no doubt increases computation accuracy

R.M. Shakhbanov, L.A. Savin. SIMULATION OF HYDRO-MECHANICAL PROCESSES IN CENTRIFUGAL PUMPS
The peculiarities in current and kinematics of hydro-mechanical processes in centrifugal (rotary) pumps are considered. The theoretical description and graphical presentation of velocity profiles in an impel-ler are shown. A complex current in an impeller is de-scribed with the aid of a continuity equation and Na-vier-Stokes equation for rotating coordinates. A non-viscous character of fluid flow in the setting of an im-peller is taken into account by means of averaging of the equation of motion for that purpose the equation of a turbulence model is introduced in addition. The scheme of the digitization of a modeling area with the aid of a volumetric end-element grid is presented. As an example a computer model as a part of an impeller is shown

A.A. Avtushenko, R.R. Anamova, A.V. Ripetsky. VIRTUAL SIMULATION OF PROMISING AIR-TRANSPORT SYSTEM OF BALLOON TYPE
The group of authors has carried out a number of works on a virtual simulation of a promising air-transport system (ATS) of balloon type within the MAAT project (Multibody Advanced Airship for Transport) jointly with Free University of Brussel (Vrije Universiteit Brussel, VUB). For the virtual simulation there was used Solid Works system. At modeling we were guided by the principles of a maximum detailed elaboration and in-teractive estimation. The fulfillment of a form analysis with the purpose of the definition of volume influence upon functional ATS possibilities, optimum use of aer-odynamics and photo-galvanic energy and also struc-ture mass reduction became the result of this. Further there were carried out strength computations of struc-tural elements of a carriage module, the estimation of safety margin for the virtual simulation of a docking process and docking unit functioning. To carry out an engineering analysis through the method of finite ele-ments there was carried out a virtual simulation of the ATS in the FEMAP system. On a basis of the strength computation there were revealed the weakest sides of a structure and corrected before its creation. Autodesk 3ds Max was used for the creation of a virtual model with the purpose of design development. At the devel-opment of design- project the principles of virtual sim-ulation were used. Kandinsky’s theory was used for the color choice of ATS MAAT models. As a result there were developed 3D models and made design-models of a basic module, carriage mod-ule and a docking unit of a transport system with the use of techniques for a quick prototyping and 3D print. There were carried out strength computations of struc-tural elements of a basic module, carriage module, a docking unit with the estimation of safety margin

D.V. Konokhov, G.A. Fedyaeva, A.N. Tarasov, T.V. Smorudova. SIMULATION OF SYSTEM OF ENERGY EFFICIENT DOUBLE-AREA VELOCITY CONTROL IN ASYNCHRONOUS DRIVE WITH MOMENT DIRECT CONTROL
In the paper there are presented and tested ener-gy-efficient algorithms of asynchronous drive control with the system of moment direct control on the basis of simulation. The algorithms are directed to the reduc-tion of stator current consumption and also to the maximum use of an engine on heating and power. With purpose of energy saving the electric drive system with direct moment control is supplied additionally with a special setting device of a stator flux linkage where the dependence of a stator flux linkage upon the moment of an asynchronous drive necessary to support an optimum angle between moment-forming vectors is realized. A functional scheme of the system of an energy effective double-area control of an asynchronous drive velocity with the direct control of a moment and an adjustable capacity limitation reflecting principles of functioning and an interrelation of system basic units is shown. To check-up the solutions offered there is developed a model of a traction electric drive system in the basic library of the bundled software Matlab Simulink, the results of its modeling confirm the effectiveness in the application of energy saving algorithms allowing the reduction of current consumption of the asynchronous traction electric drive by 7-10%

The application without knowledge of an onto-logical type allows updating considerably quality of problem solutions in natural language processing. A number of researchers use Wikipedia as a basis for the formation of such resources. This paper reports the formalization method of Wikipedia structures and lin-guistic ontology used in the developed by the authors system of the linguistic ontology formation a specified subject field from Wikipedia. The papers and refer-ences connecting them serve a purpose for formation of a weighted graph of ontology to the graph nodes correspond notions, and to the ribs of graph – fuzzy semantic relations between them. The references ob-tain different weights depending on entering this or that information unit on a page. By a graph of rela-tions it is possible to estimate numerically the degree of semantic proximity of two arbitrary concepts. For this purpose it is possible to use different measures of semantic proximity. Recursive measures possess con-siderable computational complexity at insignificant improvement of quality in test problem solution in comparison with non-recursive local measures of the Dice measure type that is unacceptable for the ontolo-gy large enough. From these considerations the Dice weighted measure is chosen as a basic one for the sys-tem under development

A.L. Safonov. DISCREPANCY PROCESS CONTROL UPDATING ON BASIS OF INFORMATION TECHNOLOGY APPLICATION
A current approach to quality management at an industrial enterprise implies a complex automation of all its business-processes. The most significant element of the quality management system is a process of discrepancy control. That is why as a top-priority step in the creation of an integrated quality management system is an automation of a dis-crepancy process control. A basic role in this process is carried out by a service of quality management which reveals discrepancies and a department of technologists defining their reasons and specifying a complex of correcting measures. A classical approach to the activities of a quality control department (QCD) used quite often until now consists in the fixation of discrepancies as a report of the QCD and their archiving till an urgent moment (outer claims coming, occurrences of discrepancies in further manufacturing). Within the bounds of the integrated quality management system there is developed an automated system “DC” (Discrepancy Control) the basic purposes of which consist in the following: a record of manufac-turing discrepancies, a record of correcting measures to reveal discrepancies, a control of correcting measures performed, a record of discrepancy reasons, an analysis of discrepancy occurrences, an estimate of function quality of enterprise services. This automated system is introduced in the Joint-Stock Company - Karachevsky Plant “Electrodetail”.

It is well-known that infrastructure carries out one of the most significant functions – creates general conditions for effectiveness increase in managing sub-ject functioning: affects the improvement of labor conditions in social production, distribution sphere development, is a condition for basic branch development. The paper represents the result of the analysis of home and foreign scientists’ works. The idea of “infrastruc-ture” within the limits of the historical development process of labour-management relations is considered, the directions for the infrastructure classification for-mation are put forward, the significance of infrastruc-ture effectiveness estimation for the subjects of eco-nomical activity is substantiated. The paper reports the infrastructure classification with-in the limits of a horizontal and vertical analysis: crite-ria defining the functioning effectiveness of the corre-sponding kinds of infrastructure. In conclusion it is emphasized that the infra-structure could be defined as a system the main prob-lem of which is a corresponding support of the main structure (population, works, branch, economy in the whole). The researches and analysis of infrastructure elements allow estimating the degree of its influence upon the main structure, that is, upon its corresponding objects and, in the end, can contribute to their stable and sustainable development

According to standards of ISO set 9000 version 2015 as before a process approach remains a basic concept in the formation of quality management systems (QMS) of an organization, but its matter changes considerably. Thereupon an organization must ensure not only a systematic definition and control of processes and a system, in particular, with a general orientation to the thought based of the assessment of risks and potentialities with the purpose of the prevention of undesirable result obtaining. Organization colleagues should be taught to the methods to solve problems, searches and possibility realizations to update processes. At the same time it is worth changing the attitude toward arising problems and consider their detection as an occurrence of new possibilities to increase effectiveness in organization activities. The methodological approaches to the consideration of risks and potentialities in the QMS and its processes are developed not enough. Therefore the approaches to the consideration of risks ion technological systems could be applied quite rea-sonably. The paper reports a thorough consideration of stages in the process of a risk management and stages in the cycle of the potentialities use the application of which, no doubt, will promote the effectiveness in-crease in organization activities including educational ones

The necessity to form systems for enterprise in-novation development on a basis of inner and outer elements is substantiated. The innovation activity of “UK BMP” Co is analyzed. The tendencies in produc-tion activities of the enterprise are considered. The level of the information support of enterprise functioning, the organization of enterprise management, effective-ness and amount of “UK BMP” Co innovation activity financing are analyzed. As a factor affecting innovation activities is considered the environment of enterprise functioning. On a basis of the analysis carried out the factors having an influence upon the effectiveness of development and introduction of innovation projects in “UK BMP” Co are revealed. The influence of these factors upon an innovation cycle at the enterprise is shown. According to the results of the estimation of their influence there are given recommendations for innovation activity improve-ment

Economists and experts in social sciences lose sight of the process of real nature (biosphere) by the artificial environment of vital activity – technosphere as a result of labor activity and mass non-biosphere character of consumption of its results. Such a socio-economic view on economic processes impoverishes the comprehension of a manufacturing method of economy, as the reproduction of biosphere production consumed by a society is ignored. The economical ac-tivity of man-caused (industrial and post-industrial) society is directed at an extended production of artifi-cial, bio-technological processes on planetary scales. The peculiarities of local processes and problems in current globalization could be explained with the pres-ence of tendency towards differentiation, that is, to the conservation of the separation of elements integrating in a global anthropogenic socio-natural system. That is why a world ecological crisis has its own peculiarities of spreading in every region which is considered by the example of Russia and Bryansk region. In the course of the interaction of social-economic, artificial and natural-biological components of the present-day world the integrated mechanisms of its development are formed. In the aggregate these processes should be necessary to include in a problem field of national and world economic-ecological researches with the purpose of the realization of a safe socio-anthropogenic development model

O.A. Gorlenko, V.V. Miroshnikov, N.M. Borbats. QUALITY MANAGEMENT IN DESIGN-TECHNOLOGICAL PREPARATION OF ENGINEERING PRODUCE MANUFACTURING BASED ON COMPLEX FMEA-ANALYSIS
Under present-day conditions the main constitu-ent in the competitiveness of any enterprise – a capaci-ty for ensuring ever-growing requirements of a con-sumer market and concrete customers to produce quality. One of the ways to solve this not simple problem is the development and introduction of an ever-improving system of quality management (SQM) meeting the highest international requirements. A significant requirement of international standards is the application in SQM a procedure of the FMEA-analysis of kinds and consequences of failures which is used for more than half a century abroad at the creation of complex engineering systems. To date a considerable urgency gains the intro-duction of the complex FMEA-methodology including the fulfillment of a product design analysis, the PFMEA-analysis of the product manufacturing method and the MFMEA-analysis of equipment (rigging). The peculiarity of such a complex analysis consists in the hierarchy and consistency of the ful-fillment various kinds of FMEA: FMEA of product – FMEA of an assembly (A) – FMEA of a part. All kinds of FMEA are connected and depend on each other. The FMEA result of product and assembly design is a basis for the FMEA of product and unit assembly. It is evident that the last should be carried out after the introduction of changes in the design of a unit according to the FMEA results of design. The FMEA of equipment should be carried out after the introduction of changes in an engineering procedure according to the FMEA results of a process. Taking into account this, first should be carried out the FMEA of a design and the FMEA of a process and the FMEA of equipment should complete the consistency of tests. V.V. Miroshnokov, T.E. Martokova. METHODICAL APPROACH TO FORMATION OF INTEGRATED MANAGEMENT SYSTEMS AT NUCLEAR POWER PLANTS
In recent years Russian companies are facing an acute problem of enterprises compatibility in both domestic and world markets. And nuclear branch is not the exclusion. The requirements growth producing to nuclear plants by Federal supervising authorities and international organizations pose problems to the nucle-ar plant to improve all processes of plant activities. The practical introduction of advanced methods for eco-nomic manufacturing and current models for the man-agement of quality, ecology, protection of labour and safety in accordance with the requirements of interna-tional standards revealed considerable problems. One of which consists in the absence of the system ensuring the equilibrium of all requirements of systems created resulting in harmonious development of an enterprise on all indices of its activities. This paper reports the description of quality system evolution at nuclear plants. A technical approach to the integration of man-agement systems, ecology, labour protection and eco-nomic production is offered. The example of an inte-grated management system at Smolensk nuclear power plant is shown.

The tendencies in the current market develop-ment of educational services based on integration pro-cesses of state and market mechanisms are considered. Particular attention is given to a market approach for the formation and college strategy functioning to in-crease college competitiveness. It is shown that the peculiarities of college marketing activity should be connected with that in a higher education market inter-act not two parties (service producer and consumer), but four types of subjects: consumers – parents; em-ployers which are interested in the frame refresh of works and personnel professionalism development; a state – a mega-customer of college educational services interested in the manpower resource formation. The realization of marketing researches, the analysis and the effectiveness estimation will allow more complete developing an extent of supposed edu-cational services and influencing considerably upon a price level taking into account consumer demands
