SCIENTIST’S LIFE AS EXAMPLE OF SERVING SCIENCE AND FATHERLAND
In the history of science and engineering one can emphasize the names of a few dozen scientists who made a certain contribution to the formation and development of separate scientific directions. Among them a worthy place by right is occupied by a pioneer of the hydrodynamic theory of lubrication, Nikolay Pavlovich Petrov, a native of the Bryansk region. In the paper on the basis of data from various sources there is shown a short historical material about the life, scientific and administration activities of Prof. Petrov. It was N.P. Petrov, who formulated for the first time in his work in 1883 the law of liquid inner friction and obtained analytical expressions for the definition of friction forces applied to the surface of a rotating pin at a fixed external cylinder. As a matter of fact, these theoretical regulations serve as a basis of one of the directions of modern triboengineering.
As a motto of scientific and engineering activi-ties of Prof. Petrov was an idea that without a theory luminary practice cannot move to a true perfection. An unbreakable bond of theoretical science and practical activities is traced in all his works.
International scientific symposiums on the hy-drodynamic theory of lubrication devoted to the 170- and 180 anniversaries of Petrov’s birthday were held in Orel State University in 2006 and 2016 at the active participation of the teaching staff of Bryansk State Technical University. At these scientific forums took part scientists and experts in the field of friction and lubrication, dynamics, techniques and diagnostics of triboengineering systems from many countries of the world, including Germany, India, Italy, Lithuania, Po-land, France, China, Thailand, Czech Republic, from 64 universities, research institutes and departments.
The whole life of this outstanding scientist was devoted to the active scientific and research engineer-ing and administrative activities for the welfare of the technosphere development in Russia and may serve as an example of honest and creative attitude to the pro-fessional occupation of his own and to noble purposes of science.

A.V. Titenok. MECHANISM WITH HIGHER KINEMATIC PAIRS
The paper “Mechanism with Higher Kinematic Pairs” finishes a cycle of works carried out earlier and published in “the Bulletin of BSTU”. The purpose of these works consists in the design of the support mech-anism with small dimensions and a moderate mass with the preservation of a loading capacity of the de-vice, with the increased wear-resistance and predicted basic performance.
The mechanism is intended for balancing iner-tia and gravity at the reciprocating motion of an opera-tion unit, as which there was taken a harvester hanged upon a reaping unit of a grain combine.
The impact of an unbalanced cutter of a har-vester upon vibration of the whole of a reaping unit of the grain combine is considered, and a corresponding functional diagram of the mechanism for vibration elimination is offered.
As the options of engineering solutions a theory and design of a balancing mechanism with a mechani-cal forced drive and an inertia drive of the balancing mechanism are shown

FORMATION OF ROTOR MOTION PATH USING NEURONET PROGRAMMING MODULE
The increase of power efficiency and an infor-mation level of rotor machines requires the improve-ment of theoretical approaches to investigations. The problem in the development of a high-precision high-speed program for the motion path computation of rotors on liquid friction bearings is considered. On the basis of Levenberg-Merkwardt algorithm there is de-veloped a program module for the computation of the reaction of a lubricating layer in liquid friction bearings. A comparison of linear and non-linear approaches to the solution of rotor dynamics problems is carried out. A quantitative assessment of accuracy and perfor-mance of a neuronet approach in comparison with classic approaches to the computation of rotor dynamics is presented

The enforcement of hydraulic drives is defined by accuracy increase of computation procedures at the design of their elements. The indicated diagram of a hydro-machine is a vivid characteristic of product dy-namic properties. The dynamic properties, reliability and life of drive on the whole depend upon the compu-tation correctness.

SIMULATOR OR THREE-PHASE CORRECTOR OF POWER FACTOR
BASED ON VOLTAGE INVERTER
The model of a three-phase corrector of a power factor is developed. A bifurcation analysis of dynamic processes in a standard corrector of a power factor on the basis of a voltage inventor is carried out. Three-phase correctors of a power factor are intended for the compensation of a negative impact of such loads upon a mains supply. A three-phase corrector of a power factor on the basis of a voltage inverter is a system complex enough, and for the correct control a definition of instant values of voltage and current at each phase of input sine-wave voltage and output voltage is required. The presence of a feedback in the corrector of a power factor may cause nonlinear effects (bifurcations), which may result in non-designed modes of operation and converter failure. That is why it is required that a simulator taking into account the non-designed mode appearance should be developed. The presented simulator of electromagnetic processes of the three-phase corrector of a power factor on the basis of a voltage inverter allowed defining a possibility of undesirable mode appearance at rated operation modes. The example of a simulation with the aid of MathworksMatlab program is shown, bifurcation diagrams are formed and the analysis of the impact of load resistance in the designed mode of corrector operation is carried out. The recommendations for the choice of three-phase corrector basic parameters at engineering designing are shown.

APPROACH TO SUPPORT TRUCK DESIGN FOR GENERAL PURPOSE CRANES
OF BRIDGE TYPE TAKING INTO ACCOUNT UNIVERSAL LAYOUT DIAGRAM OF THEIR METAL STRUCTURE
Support metal structures of trucks represent complex systems statically indefinable the arrangement of which varies depending on many parameters. A similar variety of influencing factors resulted in the emergence in practice a great number of the possible fulfillments of truck support metalwork. And at the same time, there are no common technical views regarding the problems of designing support trucks for bridge-type cranes of a general purpose and also the existing approaches to the design are combined conditionally by a “vertical” procedure of design – from the arrangement of mechanisms to the arrangement of a truck on the whole.
As a basis of the approach offered serves the application of a universal arrangement scheme of a truck metalwork which is a cross-line frame with a variable angle between bearing elements. At the ar-rangement of a similar truck, and being aware of the list of possible design solutions and specifying parame-ters of mechanisms one can carry out the whole of the complex of computations with the use of parameter models and offer ready recommendations on the choice of the truck metalwork parameters for this or that scheme of the arrangement with the corresponding characteristics.
This approach to the design and arrangement of trucks for the bridge cranes of a general purpose may simplify considerably the process of truck design, and increase its efficiency at the expense of the application of standard circuits of their metalwork with the possi-bility of the formation of truck geometric parameters (base and gauge) essential for different cranes at the predicted behavior of metalwork elements

MOTION INVESTIGATION OF SWING JIB CRANE, TROLLEY
AND LOAD AT ACCELERATION AND STEADY STATE
OF DRIVE ELECTROMOTORS OPERATION
TIn the paper by means of the method of generalized coordinates there is investigated a dynamics of a swing jib crane, a trolley and a load as a mechanical system with four degrees of freedom at acceleration and steady states of driving asynchronous electro-motors taking into account a bilinear approximation of their mechanical characteristics. As generalized coordinates there is chosen an angle of a crane turn round a fixed pivot pin, a current distance from a trolley to a crane rotation axis, load spherical coordinates – azimuth and polar angles in a moving system of coordinates jointed rigidly to a trolley.
For the analysis of the motions of a crane, a trolley and a load and a check-up of the support with motors a crane typical operation with the aid of La-grange equations of the second kind there are com-piled non-linear differential equations of motion of the mechanical system under consideration which are integrated numerically in MathCAD medium by RADAU5 method at specified initial conditions cor-responding to operation requirements. As criteria of crane operation safety, safety of the load movable are accepted: motor acceleration time, maximum accelerations of a trolley, a factor of clutch margin of a trolley running wheel with a rail, maximum deviations of a fluctuating load from the position of a static balance in its motion regarding a trolley.
The developed algorithm and the program of a numerical analysis of a swing jib crane dynamics allow carrying out at the stage of analytical designing a check-up of the correspondence of driving electro-motors to the required criteria of quality and also introducing substantiated limitations for the basic parameters effecting the motion of a trolley with load

SIMULATION APPLICATION AT IMPROVEMENT OF TRAFFIC ORGANIZATION ON CROSSROADS OF BRYANSK
The paper reports the considered option of de-signing the circuit of a ring motion on the controlled crossroads in the city of Bryansk. For comparison of the basic option with the designed one the application of the simulation in the PTV Vissim environment is carried out.
To the advantages of a circular motion in con-trast to a motion controlled with traffic lights one can refer the decrease of accident risks and particularly the severity of traffic accident consequences as a result of a traffic speed decrease on a circular traffic way and also an accompanying character of a vehicular traffic which excludes completely accident risks with the most terrible consequences – head-on collisions. A self-controlled and more even thoroughfare of circular crossroads contributes to the decrease of petrol con-sumption and toxicity of impurities rejection coming into atmosphere with motor cars exhaust gases.
The simulation with the aid of the PTV Vissim software complex is a high efficient innovation solu-tion in the field of the organization and control of street traffic and gives a possibility of the preliminary comparison of different options both, present and designed without considerable costs.
As a result of the simulation of two circuits of traffic organization there was established that the introduction of a circular traffic on the crossroads of Obiezdnaya and Aviatsionnaya Str., and Pilotov Lane in the city of Bryansk will allow decreasing considera-bly transport delays in comparison with traffic lights control

METHODICAL APPROACH TO MANAGEMENT OF SOCIAL
AND ECONOMIC SYSTEMS TO ACHIEVE REQUIRED
AND PERMISSIBLE DEVELOPMENT OF ARMED FORCES
The management of social and economic sys-tems under conditions of the required and permissible development of the armed forces takes place on the basis of solutions of a man- a person making a deci-sion. A man makes a decision on the basis of a model therefore just the matters of modeling for the manage-ment with the purpose of secure achievement of the result required are of the particular scientific interest. The analysis of works devoted to the assessment of the armed forces impact upon state development allowed revealing a regularity of the use of models formed on the basis of the analysis the shortcoming of which is the absence of the possibility to form input parameters as specified which does not guarantee a result needed.
For the guaranteed achievement of the required and permissible armed forces development by means of the social and economic systems management there is offered to use the approach of Prof. Burlov, where there is formulated a criterion of a model formation based on a synthesis. By means of the given approach use there is formed a model of the mutual influence of social, economic and military systems of a state. The optimizing problem is also formalized the solution of which by means of the adaptation of Newton’s method allowed defining the state of the system corresponding to the required and permissible development of the armed forces

TRANSMISSION CHARACTERISTIC APPROXIMATION OF SENSOR IN THERMOANEMOMETER TRANSDUCER OF LIQUID FLOW
In the paper a sensor transmission characteristic of a thermoanemometer transducer of liquid flow and a method for obtaining its formal description are under consideration. In particular, a type of anemometers with constant temperature (constant temperature ane-mometer (CTA)) which is widespread due to its lower sensitivity to flow fluctuations was under analysis. A sensor transmission characteristic of a thermoanemometer transducer for a liquid flow of the type mentioned above is defined. The options of the procedures (approximation with cubic splines, approximation with common power function and approximation with power function on areas) allowing the approximation of a transmission characteristic are analyzed. The approximating function optimal from the point of view of the operation principle of the sensor under consideration and from the point of view of the realization in the code of the microcontroller software is chosen

ETHNOPSYCHOLOGICAL PECULIARITIES OF COLOR PREFERENCES IN MARKET COMMUNICATIONS
The paper reports the considerations of peculiarities of color use at the development of marketing campaigns, its influence upon an emotional constituent of communications. It is shown that a color is a means of a visual communication affecting greatly a human state and human consumer behavior. It is shown, that color preferences are connected with both social and personal factors. In them are reflected both social tempers, and information about personal peculiarities of an expert. The empirical data indicating that a color becomes a key factor in the differentiation of goods and a brand, and the efficiency of advertising communication depends upon a color spectrum chosen happily are presented. Basic preconditions of the color role increase in the efficiency of marketing communications are analyzed. The integral index of the dependence of advertising communication efficiency upon colors chosen is shown. The description of advantageous colors of clothes for representatives of different professions is given and the examples of associations caused by colors in people being in national environments of different countries are considered

AUTOMATED SYSTEM FOR PROFESSIONAL EFFICIENCY RATING ASSESSMENT OF SCIENTIFIC-TEACHING STAFF: PRINCIPLES, MODELS AND ALGORITHMIC MODULES
General problems connected with the design, in-troduction and application of the automated system for the staff professional efficiency rating assessment by the example of the college scientific-teaching staff (AS SPERA STS) are under consideration. The offered design technology of such systems ensures the reliability of rating assessments and the efficiency of the process of their obtaining. The automated system for the rating assessment of the staff professional effi-ciency passed successfully a primary appraisal by the example of a social group of ”STS of engineering college” and may be recommended for the adaptation to different social groups of experts under conditions of industrial enterprises and production companies.
During the development there were used the principles of a system approach to design (integrity, structuring, system hierarchy). The drawbacks of a commonly realizable model of stages in the design of the automated system for the staff professional activity rating assessment are revealed; an organization model of the design of AS SPERA STS is developed; the advantages of an alternative model of the development of AS SPERA STS. An appraisal of the alternative model of design and introduction of AS SPERA STS carried out in a number of Russian colleges allowed the leadership of structural sections of colleges to reduce on the average up to 20% the time for the preparation of reporting documentation; college authorities to increase reasonableness and efficiency of functioning the system of efficiency motivation in professional activities of scientific-teaching staff. The adaptation of modules of professional activity types and procedures for the rating computation to the conditions of organizations of other types and also industrial enterprises and manufacturing companies will allow increasing the functioning efficiency of similar systems formed with the use of models and algorithmic modules developed by the authors

TOOL ELECTRODE PARAMETRIC DESIGNING FOR ELECTRIC TREATMENT USING iLogic MODULE
The paper reports the electric methods as a means for manufacturing complex parts. The tool elec-trode design process from the point of view of the ge-ometry development of an operation profile and its manufacturing with the use of additive technologies is offered.
As a TE design basis are used modern CADs for the automation of the process of obtaining a parametric tool shape by the example of the design and production of the combined tool electrode for methods of electric treatment. As a means of designing there was chosen Autodesk Inventor Professional with the embedded iLogic module being a tool for the development of digital prototypes on the basis of logical rules according to which one implies a user’s specified sequence of actions on the development of a product solid model carried out automatically by Inventor at input conditions specified adequately (took place a model opening, its storage, changes of its parameters or a state and so on).
A tool electrode digital model obtained as a result of designing is a basic (prototype) one for manu-facturing a non-conductive part of the combined tool electrode (TE) by means of 3D printing. Further, there is carried out an application of a conductive layer upon operation surfaces of TE, and the area creation for current contact jaws and profile finishing

The negative tendencies of the world crisis im-pact upon the Russian economy are under investiga-tions. The anti-Russian sanctions considerable influ-ence upon a current state of the social-economic devel-opment of Russia in 2015-2017 as compared with ret-rospective indices of 2008-2015 (indices are specified) is substantiated. The attention to the negative and positive tendencies of the Russian economy development in 2017-2019 is emphasized. At the same time the conclusion is substantiated that the crisis peak of Russia may be over in the first half of 2016 after which a gradual outlet of the Russian economy from the crises will be observed. The tendency positive factors of an economic growth will be: the further growth of production, the future growth of investment activity, the future growth of a retail trade turnover. As a considerable drawback of the forsythe-development of the Russian economy is mentioned an insignificant financing of a social sphere. At the same time, actually all planned indices depend considerably upon foreign-economic opportunities, and the inner resources of the country are underestimated

The problem of engineering industry recovery in Russia is connected with the accelerated development and production of new kinds of products and technologies. Basic directions in the organization and production management are under establishment: flexible adaptive production, the compliance of production organization methods with the requirements of a technical and technological basis, management efficiency, procurement of workers and experts in the field of production and management, the adequate integrated automated system of production management directed to the increase of the operation efficiency of engineering enterprises. The formation of organization economic conditions ensuring the increase of enterprise functional efficiency on the basis of the application of economical production principles is substantiated. An approach to the choice of assessment indices of production and economical activity reflecting engineering and economical peculiarities in dynamic varied production is described. ANALYSIS OF OFFSHORING REASONS AND METHODS OF ECONOMY DEOFFSHORING
The paper reports the economy off-shoring, which obtained a catastrophic character. According to computations it becomes that capital outflow from the country made about one trillion dollars. Half of this amount – half a trillion – is registered today in off-shores. It comes back to us from off-shores as foreign investments at 7-9% per annum. The off-shoring rea-sons are analyzed. It is a hard monetary policy of the CB, economy disintegration, dependence upon external financing sources, the existence of milder working conditions in off-shores, pressure of the Western financial system, a serious interest of the off-shore oligarchy and so on. STRATEGY OF WORTHY LABOR ASSURANCE IN ROSTOV REGION UP TO 2030: CONCEPTUAL ASPECT
Conceptual approaches to the definition of wor-thy labor are under consideration. The significance of the analysis of worthy labor problems in modern econ-omy is defined. The attention to the necessity of high standards achievements of worthy labor is emphasized corresponding to the policy of economic prosperity, as it allows satisfying the needs of a society, a state and employers. A position regarding a concept and priori-ties of worthy labor is under definition, which the Eu-ropean community follows. A basic matter of the con-cept of worthy labor is formulated. A worthy labor (according to the matter definition) – a possibility of the thorough realization of a human right to work under conditions of high efficiency on principles of equality, safety, social partnership and integration, development of human dignity; labor activity meeting socially necessary requirements and interests of parties of socially labor relations contributing to a steady human development. The essence of the “worthy labor” category is considered depending on the direction of scientific investigations: in respect to economic, social-mental, value and innovation points of view. The significance of the realization of the principles of worthy labor at the development and realization of the Strategy of worthy labor assurance in the Rostov region up to 2030 is emphasized. Purpose of Work: the consideration of software product options for the automation of a quality man-agement system, as one of the key stages of production automation; the analysis of problems in the organization of manufacturing processes at the introduction of software-hardware solutions of automation; the application of the mechanism of manufacturing system efficiency increase as a means of ensuring the support and increase of a manufacturing system efficiency under conditions of a complex automation.
Methods of Investigation: empirical (observa-tion, experts’ inquiry at Voronezh Engineering Plant), theoretical (analysis, synthesis).
Results of Investigation: integration of the in-formation environment of the efficiency increase mechanism of the manufacturing system and “Auto-mated System of Produce Quality Control” database accumulates a number of information flows contrib-uting to the support of a specified level of production efficiency in the course of automation.
Conclusions: the application of the mechanism of manufacturing system efficiency increase in con-junction with the automated system of quality control gives possibilities for a time considerable decrease for administrative and production decision-making; for a quick fulfillment of diagnostics of manufacturing sys-tem efficiency and development of measures directed to the negative trends elimination in enterprise activi-ties; for the efficiency increase in processes of predic-tion and planning (including an operation one); for the decrease of labor intensity of works on the analysis of produce quality at all stages of production; for rejects decrease

The developed organi-zation-economic mechanism presents an algorithm of the company on the assessment both a market constituent, and inner-company one of production efficiency with the further reveal and assessment of factors defining this efficiency and the formation of measures to increase the efficiency of production and product realization, the rationalization of an assortment, production and sale policy of a construction company. SPATIAL FACTOR IMPACT UPON FORMATION OF NATIONAL INNOVATION SYSTEM
The peculiarities of the formation and develop-ment of the national innovation system (NIS) from the standpoint of a system approach are under analysis. The model of the innovation development and a na-tional innovation system operation corresponding to the “triple helix” concept is under discussion. The im-pact of a spatial factor upon the formation of the na-tional innovation system is under consideration. It is substantiated that the integration element of inno-vation space connecting “triple helix” actors is an innovation infrastructure. The necessity of the forma-tion of the information and consulting center connect-ing “triple helix” actors and integrating their functions and also unifying their information resources is proved.
The purposefulness and significance of the spa-tial factor account at the NIS formation is indisputable as it allows ensuring a network and synergetic interac-tion of regional subsystems (actors) at national, inter-regional and regional levels

SPACES UPON NOISE LEVELS OF INDUSTRIAL ZONES
In the course of dozen years on the basis of the training-test forestry enterprise of BSETU the investi-gations on the application of different structures of green plantations at the landscaping of residential and industrial areas of Russian central in cities of Russia central area are carried out. The investigation results allow carrying out a complex assessment of the acous-tic efficiency of designed noise-proofing plantings ac-cording to the criterion of a screening effect, at the same time a value of additional acoustic absorption can be taken into account.
Methods of investigations: a staged application of biological and engineering methods of the assess-ment indices definition of the acoustic efficiency of noise-proofing plantings under designing.
Results of investigations: a complex assessment of the acoustic efficiency of the designed noise-proofing plantings according to the criterion of the screening effect taking into account a value of addi-tional acoustic absorption is carried out.
Conclusion: an efficient use of noise-proofing plantings results in the decrease of a noise level for 4-6 db at the observance of design parameters
