OF SCIENTIFIC ACTIVITIES
The paper is devoted to the investigation and historical and technical analysis of Nikolay Pavlovich Petrov’s life with the purpose to bring to the notice of the wide public the information from the biography and the early period of the life of the well-known scientist, his family and the world surrounding them which were unknown and found by the paper authors.
In the course of the historical and technical work with the object to investigate the design devel-opment of an external power cylindrical gearing there was found out an interesting work on geometry of tooth profile formation. As have shown investigations this work turned out to be the first published scientific work of N.P. Pavlov (1836-1920), a scientist known to the world engineering public.
The culture of a historical and technical analysis in separate episodes does not look correct without investigations of some periods of life of persons being directly relevant to it. The basic stages of Petrov’s engineering activities are known well enough. As far as biographical data are concerned, it was found that regarding an early period of his life they are not only poor, but various. In the paper this gap gained a certain sort of clarity

CORROSION IMPACT UPON RESULT OF OPTIMUM
DESIGN OF METAL WARE FOR STATIONARY
CONVEYER WITH SUSPENSION BELT
A modern and promising type of conveyer transport is a conveyer with a suspension load-carrying belt which had given a good account of itself at loose goods transportation under difficult conditions.
When designing a conveyer with a suspension belt a significant problem is mass decrease in basic units of the metal ware.
During the work of the conveyer with a suspen-sion belt its metal ware may be subjected to corrosion impact. At that a destructive corrosion effect causes not only environment, but also a load moved by a conveyer belt which may have different physic-chemical properties.
In the course of time this corrosion action sub-jects elements of the metal ware to thinning their sur-face which results in the decrease of a cross-sectional area and a moment of inertia of conveyer parts.
Corrosion limitations represent conditions of the excess with the cross-sectional area of the corroded element in the course of the conveyer metal ware specified life minimum allowable by the terms of cross-section strength and rigidity.
For the case of an metal ware even corrosive damage in stationary conveyers with a suspension belt by means of the formation of an even corrosion layer on the entire perimeter of the cross-section for an ap-proximate assessment of its basic geometric character-istics decrease the dependences were formed.

ELEMENTS JOINT IMPACT UPON DYNAMIC PROPERTIES OF OSCILLATING
SYSTEMS IN PROBLEMS OF ENGINEERING OBJECT DYNAMICS
In the paper there is developed a method for the formation of engineering object simulators, design pro-cedures which may be presented as mechanical systems with some freedom degrees.
The system dynamic states at an external dis-turbance are defined through parameter relations of elastic and mass-inertial units which affect considera-bly the forms and properties of frequency characteris-tics. There is introduced a concept of the interacting elements joint as a certain state at which a binding elastic element obtains high parameter values, in particular, those of rigidity.
At occurrence of a joint the number of freedom degrees decreases in the system and joint element mo-tions which may be considered as certain kinematic pairs. At that a structure of the system also changes which can obtain a lever form and other forms of ele-ment links. And dynamic properties of the system itself change considerably.
A method is developed for the formation of simulators with joints based on the corresponding choice of a coordinate system with transformation potentialities at utmost transitions arising in joints at the rigidity of a linking elastic element tending to high values.
An option is offered for the realization of the method of a simulator formation with joints on the basis of the system transfer function application. The investigation results are of interest for experts in the field of oscillating engineering machine dynamics and protection of engineering objects operating under con-ditions of intensive dynamic loading.

I.A. Titenok.TEETH FORM EVOLUTION IN EXTERNAL CYLINDRICAL POWER GEARING
The paper is devoted to the investigation and historical-engineering analysis of the development pro-cess of gearing in external cylindrical power gear.
The purpose of the work consists in presentation of changes situation in a gearing; in the detection of basic signs and classification development of these changes; in the definition of basic directions in the tooth form development which affect linking quality of an external power gear.
In the paper there are considered modification processes and changes occurred in the course of time, which are typical for gearing: a shape profile of gear-ing; a tooth contact in gearing; material types used for manufacturing tooth linking and cog-wheels; in the design of a cog-wheel and a gearing reducer.
There is created an evolution pattern and classification of gearing changes. Integral indices char-acterizing the evolution processes of different gearing types are offered. Corresponding conclusions are drawn and an outlook in gearing development is de-fined.

FORMATION METHOD OF OPTIMUM TESTING
IMPACT AT DYNAMIC SYSTEMS TESTS
The paper reports the description of the formation method of optimum testing influences in the course of carrying out tests and experiments with dynamic systems, diagnostics, acceptance tests. A problem is posed in the following way: there is assigned a time interval intended for system tests before a mode of its normal operation, a simulator of the system and input effects maximum allowable according to a module. In what way in this time interval, often limited, one should excite a system in order to ensure, in a certain sense, optimum conditions for system identification?
One of possible methods, for the substantiated so-lution such a problem, based, from the mathematical point of view, on the duality principle of problems of experimental data processing (identification) and prob-lems of optimum management is considered. As a criteri-on of optimality there is used a well-known principle of maximum of Fisher information matrix trace, which is a criterion of assessments carried out averaged on parame-ters assessed of reliability.
Particular attention is paid to the identity of meth-ods for the solution of some inverse problems arising at the assessment of test results of complex dynamic sys-tems with classical problems of optimum management theory. In particular, it is shown, in what way a problem of the optimum testing effect formation in the course of active experiments can be solved with the use of the methodology for the solution of optimum management standard problems based on the well-known Pontryagin maximum

APPLICATION OPTION OF CYLINDER WITH EMBEDDED REGULATOR
OF LEVERAGE IN BOGIE BRAKING SYSTEM OF FRIGHT CAR
The application of braking systems with the lo-cation of an actuating mechanism directly on a bogie is a promising direction in home braking system production and car production on the whole, as new potentialities appear which are connected with the use of an under-car area, braking system performance increase, and also with the possible unification of equipment.
Such systems are widespread abroad. At present in the Russian Federation there are some design works of similar systems in this connection the problem of optimum parameter choice for the systems mentioned with the development of domestic designs correspond-ing to the requirements and conditions of Russian rail-ways is urgent.
Taking into account investigations carried out there is fulfilled an assessment of potentialities in use of a unified leverage with the location on a bogie at the use of commercially manufactured cylinders - BCR-10-40, BCR-10-85 and 670V. Foreign braking systems applied for operation and also a home design presented by an invention patent are considered thoroughly. The analysis of foreign braking systems has shown that they have a number of peculiarities which do not allow their using in domestic fright bogies without changing design of their bearing elements. Braking blocks PDC-8 (Knorr-Bremse) and IBB 10 (Wabtec) are exception, at that similar domestic equipment is not manufactured. It should be pointed out also that all equipment mentioned is covered by patents. The analysis of domestic design revealed the impossibility of its use with the cylinders mentioned above on Russian standard fright bogies.
Taking into account the analysis carried out and computations there is defined an optimum arrangement of a leverage with cylinders 670V allowing the application of braking blocks with maximum thickness used in fright rolling-stock of the Russian Federation. PROCESSING AND PREDICTION OF TIME SERIES IN DIGITAL SYSTEMS
OF TELECOMMUNICATIONS AND INFORMATION SYSTEMS OF MANAGEMENT
The problem in the prediction of time series pa-rameter changes is urgent, for instance, at monitoring of processes investigated in digital information systems of management. Such a problem also arises at the in-vestigations of matters in the prediction horizon in-crease and prediction error minimization.
The investigation objects are parametric predic-tion methods based on time series presentation by a generalized polynomial on the system of linearly inde-pendent functions, and also prediction algorithms based on the models of auto-regression, on models reproducing time series dynamics in the form of artificial neural networks (ANN).
The work purpose consists in the manage-ment algorithm development, functioning and artificial neural network instruction in the matrix form and ob-taining a backward substitution algorithm with the aid of which it is possible to obtain a prediction depth in-crease.
In the paper there are used methods of empiri-cal process decomposition, parametric prediction methods, methods of prediction assessment definition by means of the minimization of a loss function – a square of a standard of assessment deviation from observable values of the time series, a method of prediction algorithm generalization with the aid of a linear model presented by functional lines or by ANN.
A scientific novelty of the work consists in the solution of a prediction problem consisting in the defi-nition of a model factor by means of the purposeful function minimization by an iteration method with the aid of the application of recurrent networks with in-verse ties.
The result of the application of algorithms de-veloped consists in the prediction efficiency increase of time series parameter changes according to the criteria of duration and minimization of an error in prediction obtaining. At the same time the offered structural pro-cedure of neural network prediction realization of time series parameter changes with the preliminary wavelet-processing ensures a possibility of the more efficient monitoring of the processes investigated, for instance, in digital systems of telecommunications and infor-mation systems of management.

COMMUNICATIONS NETWORK SIMULATION UNDER CONDITIONS
OF FAILURE IMPACT USING RIVERBED PROGRAM
At present high demands are made to communication services. A lot of different factors, for example, a failure of communication lines and nodes, affect quality of services offered. At the new network development or updating of already existing one it is necessary to take into account this factor. For this problem solution one resorts to a simulation.
The paper reports the analysis of RIP routing protocol simulation on the basis of a communication network with package switching. In Riverbed program there is modeled a fragment of the communication network with the package switching, the probability characteristics measurements of the routing protocol traffic are carried out, the results analysis is fulfilled and conclusions for the protocol application at the communication network formation are drawn.
The results presented in the paper may be used for new solutions substantiation at traffic routing in communication networks affected by various sorts of destabilizing factors.

BASIC PRINCIPLES FOR LARGE ENTERPRISE AUTOMATED
SYSTEM PROTECTION AGAINST CYBER ATTACKS
A problem to assure automated system protec-tion against cyber attacks is urgent. Modern enterprises face with the problem of information security threat in increasing frequency. These threats are directed not only to information resources, but to software-hardware ones which complicate the solution of the problem specified. Besides, these attacks become more and more sophisticated and have a complex character.
The paper reports the totality of methods for the complex cyber attacks resistance.
The physical isolation principle of the core of the enterprise basic automated system from environ-ment consists in the application of analysis means of information traffic, in particular, in the use of systems of DLP class. The use of the technology mentioned envisages special requirements to the structure of in-formation flows and a corresponding enterprise LVS topology.
An information traffic analysis is possible in three modes: automatic, automated and manual.
An automatic mode is intended for monitoring the external information traffic, an automated one – for internal one, manual – for the analysis of data coming in the core of the protected automated system of an enterprise.
A complex application of the presented in the paper protection principles of resources significant strategically for an enterprise will increase an infor-mation security level and decrease the probability of the majority of cyber attacks

METHOD OF ARTIFICIAL NEURAL NETWORK TEACHING
AND ITS USE FOR ENGINEERING DIAGNOSTICS
OF SWITCHING ELECTRONIC CIRCUITS
The work purpose consists in the development of a new method of training in artificial neural network performing functions of the device of engineering diagnostics for electronic circuits formed according to the switch architecture. There is considered a structure of engineering diagnostics system realized on the basis of artificial neural networks. The artificial neural network making a basis of devices for engineering diagnostics must be trained. For artificial neural network training a large training sampling is required which usually supposes substantial costs, large computer resources and training time, high labor-intensity.

GRADE DEFINITION BASED ON USE
OF CONVOLUTIONAL NEURAL NETWORK
At present a man replacement at the fulfillment of routine, labor-intensive and harmful industrial tasks in woodworking industry on the territory of Russia is restrained by the absence of budget for the systems of production automation. At manufacturing laminated timber an accuracy degree in the definition of board quality grade and flow locations in timber in conven-tional production methods depends upon personal pro-fessional skill of a sorter. A human factor often delays and introduces additional production costs, and low accuracy in assorting results in additional financial costs.
The purpose of this work consists in quality in-crease and the reduction of labor intensity in manufac-turing laminated timber on conventional processing lines. The subject of investigations is an automated system for wood defect detection.
The application of the system of machine vision and a trained neural network in the automated system for wood defect detection will allow increasing quality and reducing labor intensity in manufacturing laminated timber on the territory of the Russian Federation

METHODOLOGICAL APPROACH TO SOCIAL SYSTEM INVESTIGATION
The paper is devoted to the problems of the def-inition of the most efficient methods for the develop-ment of social system management including methods of functioning and methods to ensure environmental safety. At that, at the consideration of management systems a significant aspect is a search for the com-promise solution of difficult field problems consisting in arising contradictions which must be solved and which are a subject of investigation. The methodologi-cal approaches in the investigations of social systems are used in China at the study of natural and social environment impact upon man living standard in industrial cities of China.
The problem of this investigation is a prediction of a level and quality of human life under complicated ecological conditions connected with the intensive de-velopment of China with the purpose of optimum management decision to ensure both, industry development, and quality increase in human life standard.

DATABASE FORMATION METHODS IN INFORMATION SYSTEMS
The paper is devoted to the problems of the formation methodology of databases directed to the structure of an organization taking into account the interaction of the personnel with engineering – techno-logical environment, and also a conceptual purpose definition of its functional activities which consists in processing and definition of information authenticity for the preparation and management decision-making.
Any information system is considered as ag-gregate integration of purposeful subsystems. As struc-tural signs of purposeful subsystems classification are functions ensuring their purpose. The development of engineering processes ensuring the realization of sub-system functioning is a significant factor in the further development of information systems.
The realization of aims and tasks of information systems is impossible to carry out without a mathematical and software support which belong simulators and software models and also algorithms to. A practical realization of the described methods for database formation is considered by the example of Chinese Xiaomi company which is a manufacturer of innovation technologies.

MODEL DEVELOPMENT OF MANAGEMENT DECISION
INTELLIGENT SUPPORT IN SOCIO-ECONOMIC ENVIRONMENT
The paper is devoted to the problems of the in-teraction of man and modern automated systems at management decision-making the efficiency of which depends upon function distribution quality between man and engineering environment.
The intelligent support in management deci-sion-making depends upon the following cognitive process: a transformation of an object of labor into a product is connected with not only with the idea of a future product state, but with the transformation of current information of its changes during the work with it in specific actions to achieve a purpose of transfor-mation.
When designing an automated system the sig-nificant attention should be paid to the analysis of user needs in the matters of system operation.
Taking into account the peculiarities of so-cio-economic environment it is necessary to carry out the analysis of models of specific office work with the purpose of the definition of most difficult problems. As a result of similar analysis will be development of a universal intelligent model of management decision support in a specific situation.
At present a problem of a system idea formation on a conceptual model of management decision intelli-gent support cannot be considered to be solved.

SEARCH OF OPTIMUM ENGINEERING PROCESSES
USING ALGORITHMS OF HEURISTIC SEARCH
The automation of engineering process (EP) de-sign for blank machining is one of the most complex and difficult-formalized problems in engineering pre-production. Quality of problem solution in EP automa-tion affects an end product cost and a rate of new goods appearance on the market. The analysis of existing methods used for the solution of the EP design automation problem has shown that a synthesis method only allows solving a problem with best quality values which take into account a design variability of a blank and also allows taking into account all possible options of blank machining.
In the paper there is offered an approach ex-pending the existing knowledge on the use of the syn-thesis method at EP designing. A procedure is offered for the formation of the possible options tree for blank machining in which all efficient options exist for blank machining. An heuristic algorithm is considered for a search of optimum EP. At the same time an offered approach allows fulfilling both a structural optimiza-tion, and a parametric one of EP,

PERSONNEL RISK CONTROL IN SYSTEM
OF COMPANY QUALITY MANAGEMENT
In accordance with the requirements of new standards of ISO series 9000 version 2015 a process control in the quality management system (QMS) of a company makes provision for the interconnection of three factors: their planning, the realization of PDCA cycle and a risk-oriented thought supposing the as-sessment of the impact of environment factors which can result in the deviation from results scheduled and also lead to the minimization of negative conse-quences and to the maximization of potentialities arising.
A risk-oriented thought applies to the whole system of company management quality including also personnel processes. But risks and potentialities, connected with QMS ensuring processes which belong personnel processes to, are low identified and actually undeveloped.
The authors offer methodological fundamentals for personnel risk control in the system of company quality management on the basis of a social-economic approach allowing the avoidance of a drawback detection: the absence of certainty in the interpretation of the concept of “risk”; a differentiation in views upon concepts of “risks” and “potentialities” and their interconnections; the identification of risks in personnel processes in the context of the risk-oriented thought. The paper reports a multidimensional nature of personnel risks in the context of new standards of ISO 9000:2015. The offered approach to personnel risks allows decreasing a level of uncertainty in the management of company human resources

SIMULATION OF BRYANSK REGION SOCIO-ECONOMIC
DEVELOPMENT FOR INFORMATION ADVISING SYSTEM
By today the problem of the region economic development simulation for informed management decision makings had gained a high relevance. The authors offer an algorithm for the formation of mathematical dependences allowing the prediction of the socio-economic development of the Russian Federation in the information advising system under development. On its basis in the program module Statistica there were formed regression equations describing the most significant trends in the socio-economic development of the Bryansk region. For the functions obtained there was defined a correspondence degree of the trend model to initial data. The models formed take into account actual data on region socio-economic development indices of 2012-2017 and their predicted values for 2018-2019 taken from scenario conditions of the Bryansk region economy development. The data obtained may be used by a regional government at the formation of management decisions in the information advising system under development

DURABILITY PREDICTION OF MULTI-SERVICE CORPORATE
In accordance with the requirements to organi-zational-engineering support of a steady functioning telecommunication network durability is called a ca-pacity to keep an integrity under conditions of external destabilizing effects of a natural and manmade origin.
An option is presented for the procedure of a design assessment of an operational readiness factor of the communication corporate network main. There is carried out a design assessment of the main structural durability on the basis of logic-probabilistic and neuro-fuzzy approaches at statistically average and occasional likelihoods of lightning effects.

With the purpose of the fulfillment of RSS R ISO 9001-2015 there is offered a procedure of a joint assessment of capabilities and risks in processes of the quality management system on the basis of information technology application according to RSS R ISO/IEC 15504-2009. This procedure includes methods for measuring process capabilities and the analysis of risks connected with the process. The application of the procedure is shown by the example of the process quality in the inventory holdings purchase for basic production at an engineering enterprise. The application of the procedure offered in quality management allows carrying out a more precise assessment of processes at the expense of the differentiated definition of potentialities of sub-processes and operations of a process taking into account its efficiency

LABOR PSYCHOLOGY IN CHINA AND ITS CONNECTION
WITH SOCIAL ECONOMIC COUNTRY DEVELOPMENT
The paper is devoted to the fulfillment of the complex analysis of a particular national example of the considerable scientific problem. There is considered a practical application of labor psychology. The policy of reforms of openness, begun in 1978 in China, set enterprises and organizations new problems and, hence, scientists in the field of psychology which under new conditions must solve problems of labor productivity increase on the basis of self-dependence and au-tonomy in decision-making at all levels of labor man-agement. Investigations in the field of theory and prac-tice of labor psychology are characterized with innova-tion ideas and discoveries. It is shown in the integrity of concepts and their macro-ergonomic scale, an accent upon application of the regulations of labor psychology at carrying out of Chinese enterprises reformations and new technologies introduction. In “Short Course of Labor Psychology published in 1983 are consistently stated basic principles of management psychology, engineering psychology and labor psychology and their significant role in the realization of four modernizations principle within the limits of the policy of reforms and openness and also a trend of labor psychology development, the significance of existing theories in this field, an investigation potential and outlooks of use. The attempt of this problem fulfillment was carried out on the basis of a retrospective investigation of basic social-psychological concepts of Chen Lee and Chzhou Syangen - founders of the Chinese labor psychology. The developments in the field of psychology science of Chen Lee and Chzhou Syangen contain a considerable potential for the application under current conditions as they were carried out for different stages of develop-ment of the Chinese economy and have shown their efficiency at each of these stages

PROCEDURE FOR BUSINESS-PROCESS ASSESSMENT
OF ENGINEERING ENTERPRISES USING KEY INDICES OF EFFICIENCY
A top-priority problem in the economic policy of the country is a growth of enterprise competitive ability on a world level. Under current conditions an optimum method in enterprise management is a process approach. The assessment of existing business-processes allows making conscious decisions choosing in a correct way the mechanisms of activity develop-ment and arranging priorities of functioning.
The purpose of the investigation is a develop-ment of the most complete and efficient procedures for business-process assessments allowing the definition of engineering enterprise development outlooks.
The authors of the paper offer to carry out the system efficiency assessment of engineering enterprise business-processes with the aid of a mechanism includ-ing in itself the following stages: SWOT-analysis, an analysis of process problems, ranking, a visual analy-sis, an assessment of the process correspondence to standard requirements, a definition of the general effi-ciency of business-process systems, an inter-company comparison, a development of measures for process efficiency increase.
Conclusions: on the basis of a complex and thorough assessment of the business-process system experts can develop a program of business-process optimization taking into account both an experience of leading enterprises of a branch, and internal peculiari-ties of the enterprise. For the mechanical engineering as a science intensive and resource-intensive branch such procedures for the assessment and optimization are the most significant element in strategic development

The paper is devoted to the attempt of the cur-rent understanding of interrelated concepts including a management constituent and a concept of life quality. Basic problems are investigations of cognitive, affec-tive and behavior factors affecting a resultant assess-ment of life quality in the sphere of man successfulness in the course of man material, profes-sional and spiritual demands satisfaction.
The “life standard” concept reflects mainly only a material component, whereas “life standard” is a multidimensional concept including besides a material component also spiritual, behavior, psycho-emotional and many other components.
The definition of a life standard formulated by the United Nations Organization and including vital activity conditions consists in a life interval, a level of education and social welfare.
The improvement of management functions and professional technologies – a basis of the social result (by the example of industrial enterprises of China).
One of reasons of a rapid development of Chi-nese economy is a considerable financial allocation by the state for an education system and improvement of educational and professional technologies directed to the formation of an active life position of the society and development of the social intelligence – a strategic resource of the information society defining people’s life standard.

ANALYSIS OF INVENTION PATENTING DYNAMICS IN SPHERE
OF HUMAN LIFE NEEDS SATISFACTION
In the paper it is shown that a patent search is a procedure of looking for in a patent documentation fund the protection documentation with the purpose of definition a legal protection level of engineering solu-tions, rights limits of patent holders and conditions for these rights realization. In the paper there is shown a general order of application submissions and invention registrations in the Russian Federation. A mechanism of the indices formation in the International Patent Classification is considered. The paper also reports the structure of invention patents in Russia in the sub-class of human life needs satisfaction with the search depth of 20 years. Basic directions of correction effects in the inventions on medical psychology and psychophysiol-ogy are considered.
