INFLUENCE OF PRELIMINARY INDUCTION HEATING ON EFFICIENCY OF FAIR TURNING OF DETAILS FROM ZHELEZOUGLERODISTY ALLOYS
For the purpose of increase in efficiency of fair turning of details from zhelezouglerodisty alloys the method of processing of materials with preliminary in-duction heating allowing for the account a sozdakniya in material of a blanket of wave high-frequency magnetic field to increase firmness of the instkrument and to im-prove operational indicators of quality of the processed surface is developed and described. INVESTIGATION OF FACETED THROUGH-AWAY TIP DURABILITY
AT THERMALLY HARDENED 40H2N2MA STEEL TURNING
The purpose of the work is a comparative analysis of faceted through-away hard alloy tips differed in a different density because of the own composition and a fabrication method. It is shown that the density is an estimating characteristic of hard alloy products. The changes of material density being a function of the composition and technology of material manufacturing result in a large spread of operation durability for tips of the same brand, but different consignments.
There is developed a procedure for carrying out experimental investigations. The testing was carried out on 16K20 screw-cutting lathe. In the course of the experiment one estimated durability of the following tips: WNUM 02114, PNUM110408Í30, TNUM 220404TK.
On the basis of the procedure developed there is defined durability of cutter plates with different dura-bility for lathe tools at machining advance alloy steel of 40H2N2MA grade. The investigations have shown that at machining this steel the cutter plates of WNUM have the highest durability.
During investigation results processing there were formed diagrams of the durability dependence upon tip density, on the basis of the analysis of which it is possible to draw a conclusion that there is a strong correlation tie of the durability of faceted through-away tips and their density. On the basis of the results it is proved that the higher density of tip material, the higher is cutter durability

MODEL DEVELOPMENT OF TAPER MULTI-FACTOR DEPENDENCE OF PINHOLES OBTAINED BY ELECTRO-EROSION BROACHING
The paper reports the results of investigations of the pinhole taper dependence upon basic parameters of hole electro-erosion broaching in a hard alloy including deep pinholes with the ratio of the length to the diameter more than 15-20. On the basis of the results of the multi-factor experiment carried out on an electro-erosion machine of 04EP-10MF2 model there were obtained simulators of four-factor dependences of a taper as power functions. For the simulators obtained there is carried out a statistic assessment of the results of experiment planning on indices of factors significance and model adequacy.
From the simulators obtained and diagrams formed in accordance with them it is evident that with the increase of a tool electrode diameter, a depth of the hole under machining, and also electric modes of treatment (power and pulse frequency) other invariable parameters of the process hole taper increases. The most significant parameters affecting a hole taper at electro-erosion broaching are a hole depth and the power of electric pulses. The simulators obtained allow selecting an optimum diameter of a tool electrode and specifying optimum electric modes of treatment (power and pulse frequency) depending on a required diameter of the hole under processing

PRODUCTION, MICROSTRUCTURE AND MICROHARDNESS OF ALUMINUM-MATRIX COMPOSITES ALLOYED WITH CARBON
There are shown some results of experimental investigations of the impact of composition and tech-nology of the aluminum-matrix composites production by mechanical alloying with carbon upon their micro-hardness and structure on the basis of which there are developed equations of regression and formed depend-ences of microhardness and dimensions of the fields coherent scattering (FCS) of composite sample semi-finished products before and after their thermal treat-ment upon carbon composition, intensity and time of PAD-1 aluminum powder mechanical alloying by K354 technical carbon in a mechano-reactor (attritor) of the author’s design.

FUNCTIONAL REQUIREMENTS TO CUTTERS AND THEIR SUPPORT
ON NC GRINDING-SHARPENING MACHINES
The paper deals with the problems of the quality assurance of an end cutter at its manufacturing (and sharpening) of one-piece blank on NC grinding-sharpening machines. The quality of basic and sharpening operations defines mainly operation properties of an end cutter. But an automation level of corresponding engineering procedures on domestic engineering enterprises is not high. The reasons of the situation taking place consist in the absence of modern domestic equipment, software and experts of the essential qualification.
Within the limits of the solution of the problems mentioned above at the department “Machine-Tools and Tools” of the FSBEI HVT “Bryansk State Tech-nical University” there are carried out investigations to update technologies for machining profile surfaces of end tools on NC grinding-sharpening machines with the purpose of the development of technological solutions replicated and a corresponding program-methodical complex

SIMULATOR DEVELOPMENT OF CAR-REPAIR PLANT TECHNOLOGICAL
The purpose of this work is a simulator devel-opment and parameterization of a car-repair plant technological system at service engineering maintenance of fright cars.
As methods of investigations there is used a mathematical apparatus of the probability theory, mass maintenance and random processes.
The result of the mentioned investigation is de-velopment of a simulator structure of a car-repair plant work technology at fright-car service engineering maintenance, and also a formation of preconditions for the further investigations of objects of transport infrastructure and its car flows.

SUBSTANTIATION OF FRIGHT LIFT COMPLETE SET BASED
ON METHODOLOGY OF EXPERT QUALITY METERING
The design variety of fright lift drives causes troubles in choosing an optimum drive design for spe-cific operation conditions. It stipulates for the devel-opment urgency of recommendations on the choice and substantiation of fright lift drives on parameters and criteria reflecting the purposefulness of this or that drive design fulfillment. This paper reports a possible solution of the problem specified with the use of the procedure of expert quality metering.
As comparable drives there was chosen a chain drive and a drive with a cable leading pulley. A comparison was carried out on seven criteria: cost, a value of noise and vibration, energy consumption, work smoothness, assemblage complexity, driving element wear, dimensions. There was used an expert method for the assessment of criteria emphasized of objects compared. In the expert assessment five experts highly qualified and competent in this field took part. Consistency of the expert assessments obtained was confirmed by a factor of concordance.
On the results basis of the expert assessment there was carried out a criterion ranking on the scale of an order with the purpose of the definition of factors of criterion weightiness. A comparison of fright lift drives was carried out according to quantitative weighted values of each criterion and also according to an overall index defined through a method of weighted average arithmetic integral assessment. As a result it was defined that the application of a chain drive is the most preferable

EFFICIENCY INCREASE POTENTIALITIES OF EXCAVATOR-MOTOR
CAR COMPLEXES IN OPEN PIT MINING
The analysis of excavator-motor car complexes work in pen pits is carried out and potentialities for their use efficiency increase are considered. It is de-fined that one of the ways for efficiency increase may be time decrease for dump truck loading at the expense of cycle number decrease of excavator loading on the basis on powerful excavator use (with large bucket capacity) and dump trucks of small carrying capacity.

EXPERIMENTAL INVESTIGATION OF TRACTION AND LOAD-CARRYING BELT TENSION IMPACT UPON INTERMEDIATE DRIVE TRACTIVE ABILITY OF BELT CONVEYER
Belt conveyers with the intermediate drive are an efficient means to increase a length of the load transportation line. The application of such a solution allows minimizing the number of belt twists and also increasing general power of drives.
On the basis of this experimental investigation there is placed a hypothesis of the possibility to adjust the length of areas of a relative peace and belt slip by tension changing each of belts.
A full-scale experiment was carried out on the test bench to investigate control parameters of the in-termediate belt drive of the belt conveyer having in its design two closed belt loops supplied with screw strainers. For registration the length of areas under in-vestigations a thermal method is used based on that in the area of a relative slip dry friction occurs with heat evolution.
The results of the full-scale experiment carried out confirmed completely theoretical computations. In this connection the development of the system for belt tension control is purposeful to achieve a maximum value of tractive effort transmitted by an intermediate belt drive

OF INFORMATION-TECHNOLOGICAL ENVIRONMENT
The purpose of this work consists in the decrease of time and assurance of quality in experts’ training for the work under conditions of information-technological environment on the basis of the analysis of design process evolution with the use of computer tools for activity updating in mechanical engineering.
The research methods are formed on the use of a system analysis, 3D computer simulation, an analysis of demand in experts with new knowledge and abilities in mechanical engineering.
The investigation results allowed defining a set of tools ensuring the improvement of activities in designing complex produce of mechanical engineering. These tools touched presentation forms of normative-reference information, 3D parametric modeling, computer simulation and systems for information decisions automated support. A sequence of stages for the computerization of factory production environment is presented, a dynamics of complexity growth and intellectualization of engineering systems and tools in mechanical engineering is shown. A growth of demand in experts with new knowledge and abilities poses problems on the organization of training activities in colleges

PERSON BIOMETRIC AUTHENTIFICATION BASED ON BLOCK-CHAIN TECHNOLOGY AS INDISPENSABLE CONDITION OF DIGITAL TECHNOLOGY
The Digital Economy Program adopted by the Government of the Russian Federation accelerated the processes of population informatization. Besides, it is recommended to use identity cards having biometric parameters to ensure a high speed and a quality of processing documentation proving an identity accord-ing to international standards. Thereupon, the purpose of this work is an investigation of problems manifest-ing a state of this sphere in the Russian Federation as a basic condition of the integration into international processes.
The paper reports the consideration of the prob-lems of block-chain technology use for the authenticity and reliable protection of an electronic profile of a per-son at carrying out any electronic operations. Techno-logically, a block-chain is a special type of the distrib-uted database where recordings are grouped into blocks where each block is connected with the previous one on the basis of mathematical algorithms of cryptography. It ensures impossibility of information changes within a block without changes information stored in the further blocks. The block-chain technology, according to the authors’ opinion, will allow increasing safety and storage of electronic data, and also combining separate data into a single information database. The authors defined peculiarities of this technology application, its advan-tages and possible problems at the use on the basis of the analysis of world experience in this sphere are em-phasized.
In such a way, the block-chain technology may be successfully used for the storage and protection of personal data and other information making a basis of a digital identity card which is an indispensable condi-tion for the development of a single information area of digital economy

EFFECTIVENESS INCREASE IN REGIONAL ECONOMY FUNCTIONING
BY INDUSTRIAL CLUSTER FORMATION USING WEB-TOOLS
A current situation in Russian industry causes a necessity of the active use of tools to ensure a high competitive ability of business subjects in all fields of economy. The most effective tool for the formation of strategically successful enterprises is a foundation of industrial clusters.
The advantages of clusters are manifested not only in an innovation sphere, but in current activities. At the unification into clusters a possibility to optimize industrial and engineering processes and to minimize nonproductive costs at different enterprises arises. Be-sides, a cluster gives rise to the effect of production scale the basis of which is a specialization of its part-ners. As a result, all partners of regional cluster struc-tures obtain additional competitive advantages under the influence of the aggregate factor impact and spe-cialization ensuring labor productivity increase and production price decrease.
The interest of enterprises and a government in clusters increases, first of all, with the aid of the devel-opment of the accessible and adequate methodical basis for their formation. A common mechanism of cluster formation takes into account the most significant planning elements of production associations: a market analysis, enterprise competitive abilities, existing infrastructures. The reason of an insufficient successfulness of many clusters consists in an insufficiently thorough preliminary analysis based on a small list of commonly used financial and engineering indices. To ensure the most complete basis at the development of the development plan of a cluster under formation one offers a mechanism for the cluster formation taking into account the assurance of the maximum level of competitive ability of its business subjects. A complex assessment of the economic effect in a cluster formation is supposed to be carried out with the use of web-tools.
Conclusion: on the basis of a complex and overall assessment of the system of the most significant indices in enterprise activities-cluster partners experts can develop maximum accurate mechanisms of cluster activity planning and those for the effect prediction at its formation taking into account the impact of different factor groups.
