SUBSTANTIATION OF CHOICE OF ENGINEERING PRODUCE QUALITY INDICES AT ADOPTED STRATEGIES OF STAGE REALIZATION OF THEIR LIFE CYCLE
The aim of the work consists in the substantia-tion of the choice of engineering produce quality indi-ces at initial stages of their design on the basis of the strategy consideration in the realization of their life cycle stages.
With the use of the well-known system of con-cepts oriented to the formation of information models there are offered two alternative ideas of the strategy. Processes characterizing strategies of different cycle realization of alife cycle are presented.
Investigation methods: information modeling, the stage analysis of product life cycle.
An investigation result: the information model of the strategy in the realization of the stage “Opera-tion, Repair and Maintenance Operation”.
Conclusion: the definition of strategies in the realization of basic stages of machine life at the initial stage designing allows ensuring the compliance of a product design with the strategies adopted and specify-ing an operation purpose and choosing reasonably quality indices

TOOL DESIGN PECULIARITIES FOR MILLING
The paper reports the theoretical analysis of cir-cuits for milling the cylindrical surfaces of solids of rotation. The advantages of a milling cutter with cutter plates located at an angle in comparison with straight-flute milling cutters are shown. Formulae for the com-putation of the radius of a tool tip curvature and actual face and back angles for efficient shaping at milling are substantiated.
The theoretical investigations and computer simulation carried out have shown a possibility to use a developed method for the computation of a cutter operation part.
The design data coincide completely with the modeled ones. The method offered allows calculating a radius of a tool tip curvature located at different inclination angles to the rotational axis of a tool intended for machining inner and outer cylindrical surfaces by milling

OPTIMIZATION OF AUTOMATED WINDING TECHNOLOGY
USING NC MACHINES
Delta-robots are one of the types of parallel robots the distinguishing feature of which is a triangular platform with three hinged levers. The most significant distinguishing features of a delta-robot are speed, precision and compactness. The highest speed of trans-fer is ensured due to minimum inertia. Minimum inertia in its turn is achieved due to composite use in a structure. Levers with hinge bearings installed in them are one of the key units of the delta-robot. The aim of the work is technology development for manufacturing levers of an industrial delta-robot through a winding method with the use of NC machines.
In the paper the review of existing technolo-gies of winding is presented and advantages and draw-backs of each of them are enumerated. The review of NC machines available in the market is carried out. A machine developed is described which has characteris-tics allowing the production of a product according to the technology developed

COMPLEX ASSESSMENT OF HIGHWAY PART STATE
ACCORDING TO ACTUAL SPEED OF MOVEMENT OF SPECIFIC MOTOR CAR
The procedure for the assessment of transport-operation properties of the area of the highway is de-veloped. As a criterion for an assessment a realizable speed of vehicular traffic is offered to be accepted taking into account the limitations imposed by conditions of visibility support, by safety of planned curve passages and dynamic characteristics of a reference transport vehicle.
The procedure foresees the application of the computer modeling method with the use of available software tools.
The accepted values of a convenient speed al-low defining an average speed of a specific motor car, variation and dynamics of its changes, revealing prob-lem places of the highway area under consideration and planning measures to improve traffic conditions on it.

PROCEDURE FOR ASSESSMENT OF PRACTICAL NOVELTY OF TECHNOLOGIES
USED USING FUZZY INFERENCE SYSTEMS
The paper reports the development of theoreti-cal regulations for the practical novelty assessment of technologies used. A technology life cycle is presented as a logistic curve in the “sales volume-time period” proportion characterizing a cumulative growth with satiation and technology limiting potentialities. There is substantiated an application of the procedure of dif-ferentiation for the definition of parameters affecting a level of practical novelty. As parameters the following values are chosen: technology sales volume, a speed of changes in sales volume of technology and changes in a speed of technology sales volume (acceleration). The application of graphical differentiation is offered ac-cording to a chord method to find values mentioned above. The application of elements from the theory of fuzzy sets to obtain an assessment of technology prac-tical novelty is substantiated. With the aid of Mamdani algorithm and Gauss membership functions there is developed a fuzzy inference system allowing the defi-nition of the practical novelty level in technology. A mutual influence of input variables upon a result (an assessment of technology practical novelty of the operation of the fuzzy inference system is shown graphically. The IDEF0-diagram of the process of obtaining the practical novelty assessment in technologies used is developed.

ALGORITHMIC SUPPORT OF SYSTEM FOR WHISPERING SPEECH ANALYSIS
The aim of the work is to identify Russian vow-el characteristics in whispering speech and to develop algorithms taking into account these characteristics and allowing the identification of vowels in a program way. During the process there were studied the results of similar investigations in the field of whispering speech carried out by foreign colleagues. Inasmuch as in contrast to voiced speech, whispering speech arises as a result of a turbulent noise caused by air friction in a larynx and over it, in such a speech there is no basic tone frequency and a harmonic structure. As a result an undistorted image of a formant is seen. In connection with this a basic characteristic of sounds in whispering speech becomes the meaning of their intensity. For each vowel there are typical ranges of frequencies of spectral constituents expressed maximum. In order to simplify the work of an algorithm the whole spectrum of frequencies was divided into six ranges and range numbers were correlated with vowels where they are most common. There were developed two versions of the algorithm for the definition of a vowel on a range number: with the highest maximum of intensity and with the highest average intensities. The assessment of the algorithm work on the basis of the collected speech material has shown that the first algorithm identifies better sounds [o] and [e] at that it apprehends worse sounds [i] and [y] and the second apprehends better sounds [a], [y] and [i], and worse – [y] and [e]. At that the average portion of sounds identified correctly for the first algorithm makes 75%, and for the second algorithm – 73%.

PREDICTION OF HAZARDOUS GEOLOGICAL PROCESS DEVELOPMENT IN OPEN MINE WORKING USING INFORMATION TECHNOLOGIES
The purpose of the work consists in the assess-ment of potentialities to use drone technologies for monitoring hazardous geological processes in open mine workings. This kind of monitoring will allow obtaining rapidly data on stability of open pit sides and also predicting their dynamics and besides increasing the economic efficiency of investigations at the ex-pense of process automation and data complex use. A synergetic effect will allow carrying out investigations, design and prediction and also planning the output of rocks with the works constant control support. The industrial process automation based on digital models of the relief will allow using natural resources in the most efficient way and also ensure a proper safety at work objects. Under conditions of digital economy development the digitization of open mine workings space changing in a dynamic way is one of the prob-lems specified which can be already solved by means of the optimization of existing common methods of mine surveying. At that new technologies introduction does not require highly skilled workers and complexes used for landscape digitization based on drone use are comparable at costs with ground surveying equipment which is used for the prediction of the development of hazardous geological processes in open mine workings. The methodical experiment carried out at a mining-processing enterprise allowed revealing hazardous geo-logical processes which were not detected in the course of a long period of monitoring with common methods of supervision.
The investigation methods used in the work are based on the analysis of available methods of monitoring and potentialities of modern techniques. Furthermore, there was carried out a methodical experiment with the participation of the representatives of a mining company and an investigation group led by the author. The investigation results shown in the paper prove actually the necessity to introduce modern information technologies to ensure safety in open mine workings

CONTROL OF VALUE-CONCEPT FACTOR IMPACT UPON FUNDAMENTAL SPHERES OF STUDENT YOUTH DEVELOPMENT
Human value-concept life principles play a sig-nificant role in successful social and economic devel-opment of the society. There is an urgent necessity in the formation of a value-concept basis for younger generation growth. Education has a key role in the formation in trainees qualities formed on this basis.
The paper reports methods based on value-concept principles of training and aimed at the for-mation of universal competences, the efficient devel-opment of youth in personal, professional and social fields of life and, as a consequence, at the formation of eminently qualified purposeful and competitive graduates. The factors of an efficient impact upon the fields of personal and professional development, social and state relations are introduced, and their interconnections and interactions are shown. These factors are complex and consist of many interconnected elements which are human character properties, world outlook, abilities, skill, natural talents, parental education, and the impact of social relations and so on. The model of the impact of value-concept principles upon the fundamental fields of student youth development are presented.
Factors offered in the paper are key ones in the development of graduate’s personality, his profession-alism and the education of a citizen of Russia influenc-ing the rate and the character of society and state de-velopment
